O’Neal graduated from Harding University with a degree in accounting and business and later earned his Juris Doctorate from Stanford University in 1974. He has been involved in higher education in several roles including general counsel, vice president of finance and administration, vice chancellor and most recently president at Oklahoma Christian University. He is a certified public accountant and is a member of the California and Arkansas Bar Associations and the American Institute of Certified Public Accountants. He serves on the advisory board of the Greater Oklahoma City Chamber of Commerce and on the board of directors of Boy Scouts of American, United Way of Greater Oklahoma City, The Christian Chronicle, Givea-Goat and Mercy Hospital Oklahoma City.
Why are you going on this trip to Rwanda?
I have had a passion for partnering with the people of Rwanda since my first trip as a guest of President Kagame in 2004. Since that time we have been instrumental in encouraging several collaborative efforts with our Rwandan friends. As Chair of the Mercy Hospital Oklahoma City Board of Directors, I was so pleased to introduce Mercy to Rwanda and to see them embrace the opportunity.
What are your favorite outside-of-work activities?
I enjoy family time, traveling, promoting liberty and free enterprise, and helping faith-based non-profit organizations.
